Traffic Management

If works require traffic management, Contractors will need to complete an Application for Traffic Management Plan Endorsement Form (below) and submit via email to tech.request@karratha.wa.gov.au.

Traffic Management Plans (TMP) 
The Traffic Management Plan is used to mitigate risk to road users and workers to ensure safety is the number one priority. As stated in the Main Roads Traffic Management for Works on Roads Code of Practice (2021), any party undertaking work on a road has a ‘duty of care’ to ensure that workers and road users are not exposed to health and safety risks arising from that business or undertaking

The Occupational Safety and Health Act specifically requires:

  • An employer to provide a safe place of work for its employees and 
  • Any person in control of a workplace, to take measures to ensure persons who have access to that workplace (including road users in case of a roadworks site) are not exposed to hazards.

A TMP is to be prepared by an appropriately accredited designer who holds Main Roads accreditation in Advanced Worksite Traffic Management (AWTM), and in accordance with the Traffic Management for Works on Roads Code of Practice. 


Traffic Management Plan (TMP) Endorsement
The City of Karratha is required to endorse TMPs on roads within its jurisdiction. A review by the City considers the TMP in the context of local legislation, Council policy, working knowledge of the road network, safety of road users/workers and current or planned events.
The City of Karratha is NOT required to assess the TMP in great detail against AS 1742.3 or the Traffic Management for Works on Roads Code of Practice.
