Rates payment incentive scheme prize draw terms and conditions

  1. This competition is a promotion run by the City of Karratha (“Promoter”).
  2. Information on how to enter and details of the prizes form part of these Terms and Conditions. Participation in this competition constitutes acceptance of these Terms and Conditions.
  3. The competition commences at 12.00am (WST) on 4 August 2026 and closes at 11:59pm (WST) on Friday, 11 September 2026 (“Competition Period”)  
  4. The draw will take place at 11.00am (WST) on Friday, 25 September 2026 at the City of Karratha Administration Building, Welcome Road, Karratha WA 6714.
  5. To be eligible for entry, full payment of the amount listed on the entrant’s 2026/27 Annual Rates Notice must be received by the Promoter before the closing date. No responsibility is accepted for late, lost, misdirected, or incomplete payments.  
  6.  To be eligible to enter the competition, entrants must meet all the following criteria:    
    1. The City of Karratha has received payment of the full amount listed on your 2026/27 Annual Rates Notice before 11:59pm (AWST) Friday 11th September 2026.  
    2. You are signed up for eRates.
    3. You are an individual or business based in Karratha. Your listed postal address with the city may be used as verification.  
    4. Not a government body and their related agency, bulk (schedule) ratepayers or sponsoring organisation.  
    5. Your property has no outstanding Pilbara Underground Power Project (PUPP) service charges.  
    6. Not receiving a rate exemption, waiver or concession during the competition period.
    7. Not a Councillor, staff employed by the City, or related party.  
  7.  All winners will be chosen at random from a database of all eligible rate payments received during the competition period. The Promoter’s decision is final, and no correspondence will be entered into  
  8. The prizes are:  
    1. $2,000 Westpac Choice Account, sponsored by Westpac  
    2. $1,000 cash prize, sponsored by the City of Karratha  
    3. $500 cash prize, sponsored by the City of Karratha  
  9. Winners will be randomly allocated one prize package. Prize components may alter at the discretion of the Promoter. The Promoter will not be liable for any change in the value of the prize between the date rates notices are issued and the date prizes are claimed.
  10. There is no additional fee to enter this competition. Rates are payable regardless of the competition and are not increased, discounted, or varied because of entry into this promotion.
  11. Except where expressly stated, prizes are not transferrable, exchangeable, or redeemable for cash.
  12. The prizes are subject to availability and all other relevant Terms and Conditions.  
  13. The winners will be notified by phone, email, and/or postal mail of their win. Competition results will be published on the City's website following the draw.  
  14.  The Promoter will not be liable for any delivery or travel costs associated with claiming a prize.  
  15. Winners must redeem their prizes by 12 February 2027, or unredeemed prizes will be judged forfeited. If a prize is forfeited, a redraw will be conducted within 30 days of the forfeiture date at the City of Karratha Administration Building, using the same method as the original draw, from all remaining eligible entries (excluding any previous winners).  
  16. The information that entrants provide will be used by the Promoter for the purpose of conducting the competition. By entering this competition, entrants consent to the use of their contact details for the purposes described in this clause.
  17. Photographs may be taken of winning entrants for marketing and media purposes, and the Promoter has the right to use these images without seeking prior approval of the prize winner.
  18. The Promoter will not be liable for any loss, damage, or personal injury sustained as a result of taking the prize[s] or entering into this competition.  
  19. The Promoter makes no representations or warranties as to the quality, suitability, or merchantability of any goods or services offered as prizes.
