Skin penetration (piercing and acupuncture), hairdressing and massage

Skin Penetration

Skin penetration is defined as a procedure where the skin is cut, torn, punctured, shaved or penetrated in any way including most procedures/treatments carried out by tattoo, body piercing, beauty therapy and acupuncture businesses. Skin penetration is regulated by the Health (Skin Penetration Procedure) Regulations 1998 and is subject to inspection by Environmental Health Officers.

The following steps are involved to apply for approval to operate a skin penetration business:

  1. In the case of a home occupation/business contact the City's planning services to submit a development application
  2. Complete and return application form including plans (if necessary)
  3. An environmental health officer contacts you to arrange assessment of the premises and operations against requirements under the Code of Practice for Skin Penetration Procedures 1998


Hairdressing

Hairdressing premises are governed by the Hairdressing Establishments Regulations 1972 and is subject to inspection by Environmental Health Officers.

The following steps are involved to apply for approval to operate a hairdressing business:

  1. In the case of a home occupation/business contact the City's planning services to submit a development application
  2. Complete and return application form including plans (if necessary)
  3. An environmental health officer contacts you to arrange assessment of the premises and operations against requirements under the Hairdressing Establishments Regulations 1972


Massage

In Western Australia, there are currently no provisions under the Health (Miscellaneous Provisions) Act 1911 regulating massage therapy. However, there are still standard precautions massage therapists should take. For further information please refer to the Department of Health website.

The following steps are involved to apply for approval to operate a massage business:

  1. In the case of a home occupation/business contact the City's planning services to submit a development application
  2. Complete and return application form including plans (if necessary)
  3. An environmental health officer contacts you to confirm receipt of your form - this provides a written declaration that your business does not involve skin penetration procedures such as acupuncture
