Concerts, events and organised gatherings (aka temporary public buildings)

Under the Health (Public Building) Regulations 1992, outdoor events are considered public buildings and a wide range of factors need to be considered in the interest of public health. The Guidelines for concerts, events and organised gatherings are available on the Department of Health website and form the basis of the following assessment of events:

  • Provision of facilities and services - sanitary facilities, solid waste disposal, traffic management and camping

  • Food and beverage

  • Infrastructure and entertainment - structures, electrical equipment, entertainment and noise

  • Health and safety - crowd control and security, first aid, fire equipment, exits and smoking zones

  • Documentation - risk management and emergency evacuation plans, public liability insurance
