To keep bees at your home, you first need the written approval of the City.Â
Approval is subject to the support of surrounding residents, and you complying with the City’s Animals, Environment and Nuisance Local Law 2012. Â
To apply to keep bees, please:Â
- email detailed information about the proposed beekeeping activity to the City, including a site plan showing the location of hives and water sources. The City will distribute survey forms to surrounding homes, allowing two weeks for people to respond. You will receive a letter of approval or refusal by the City.Â
- register your beehive with the Department of Primary Industries and Regional Development (DPIRD). Read the information about becoming a beekeeper in Western Australia on the DPIRD website.
- An application fee is payable at the time of submission to keep bees.
Approval conditions and cancellations
Factors impacting your assessment may change. Conditions may be applied, and approvals can be cancelled. For example, if a neighbour has a severe allergic reaction to bees, your approval may be cancelled for their safety.Â
As things can change, it’s recommended you keep your beekeeping set-up simple, and limit your investment.Â

Packaging and selling honey need additional approval. You will need to apply for food business registration and meet food safety requirements for a food manufacturing business.Â
